Germany’s governing coalition agreed in late November 2018 on additional tenders to add 4 gigawatts of onshore wind and 4 gigawatts of solar by 2021. The coalition by Chancellor Angela Merkel’s Union alliance and the Social Democratic Party has mainly taken this measure in order to meet German climate targets in 2020. Besides, Germany will add another 1.15 GW in special tenders for innovation projects like hybrid PV-Wind or PV-Storage installations during this period.

As a result the extra auction volumes will contribute to a significant growth in the PV open space market segment in Germany over the next 3 to 4 years. This equals an estimated additional sales potential in a range between 3.5 to 4.5 billion EUR for companies active in this market segment in Germany.

In this light German Solar Association in cooperation with leading German law firms in the field of renewable energy will give valuable insights into new market perspectives for large-scale PV Installations in Germany in the scope of this Webinar. All participants will gain in-depth knowledge in major changes in the regulatory framework, market developments and market entry information.

David Krehan, Political Advisor, BSW - Bundesverband Solarwirtschaft e.V. - German Solar Association

David Krehan is Political Advisor at the German Solar Association (BSW). His focus lies on the analysis of the regulatory framework for PV and solar storage systems in Germany and governmental relations. He collaborates in several committees within the German Renewable Energy Federation (BEE) and is a member of Solar Power Europe’s Strategy Committee. Prior to BSW he worked as a consultant for a Berlin-based strategy advisor firm and as an analyst at a PV market research company in Bonn. David holds a Diploma in Economics and Political Sciences from Potsdam University.

Margarete von Oppen, Attorney at Law, Specialist Attorney for Administrative Law, Partner, ARNECKE SIBETH DABELSTEIN

Margarete von Oppen is a specialist attorney for administrative law. She focuses on the law of renewable energy, public planning and contracts, including European and constitutional law aspects. Since 2016, she has been the leading partner in the Energy practice at Arnecke Sibeth Dabelstein. Between 2001 and 2016, she managed her own firm specialized in energy and planning law (Geiser & von Oppen). Previously, she worked for a real estate developer and as an attorney in public planning. Ms von Oppen has been advising the solar industry since 2007. She advises companies, public organizations, banks and government regarding project development for renewable energy, and in particular for solar installations. Her expertise further includes legal issues of energy efficiency and heat supply. Ms von Oppen has provided advice on legislative proposals to the Federal Ministries for the environment and economics. For many years, she has been a lecturer on the law of renewable energy, public planning and construction law at the university of applied sciences in Berlin (HTW). She regularly gives expert lectures at conferences or workshops. She is an author of leading commentaries on the German renewable energy act and has an extensive history of legal publication.

Since June 2007 Hartwig von Bredow works as a lawyer specialized in energy law and renewable energies law. Together with Florian Valentin he founded the law firm von Bredow Valentin, today von Bredow Valentin Herz, in 2012. His interest and activity focus lies in the consultation on renewable energies law, energy law in general and questions regarding energy efficiency. Hartwig von Bredow has extensive and longstanding experience supporting renewable energy projects as well as giving legal advice to utility companies and industry customers regarding questions on energy law.
